Appointed in 1823 a commissioner for an Imperial Commission of Inquiry on the state of legal and slave codes of the self-governing colonies of the British West Indies and lived in Jamaica (Golden Grove, St. George's) at the time. Thirty-one Commissioners, led by Dwarris, were sent out to the colonies and issued a number of reports which were the basis for legislation, his detailed volume 'Civil and Criminal Justice in the West Indies', first published in 1827, contains three reports summarising the Commission's findings and recommendations.
